Over 2,000 pages related to the licensing process for the 85 companies approved by the Secretariat of Prizes and Bets (SPA) to operate fixed-odds betting in Brazil have been made public.

This initiative is part of the SPA’s active transparency policy, which aims to facilitate public access to information regarding authorisation processes. The goal is to provide greater insight into the analyses conducted by the Secretariat and the grounds for administrative decisions. The authorisation files can be accessed here.

Technical reports produced by the SPA, based on the review of documentation submitted by the 85 betting operators seeking authorisation, have been released.

These reports compile and organize information from the administrative proceedings, allowing for a better understanding of the stages involved, the documents reviewed, and the criteria considered during the authorisation process. With this disclosure, any interested party can access the technical analyses that underpinned each granted authorisation.

The published documents include:

  • Technical Opinion on Legal Qualification: analysis of compliance with the legal and corporate requirements necessary for authorisation.
  • Technical Opinion on Suitability Assessment: evaluation of the suitability of controlling parties, executives, and other responsible individuals, in accordance with regulatory requirements.
  • Technical Opinion on the Origin of Funds: analysis of the source of funds, economic-financial capacity, and anti-money laundering mechanisms.
  • Opinion on Payment of the Grant Fee: verification of compliance with the obligation to pay the grant fee for the commercial operation of fixed-odds betting.
  • Final Analysis Report: consolidation of the key assessments conducted during the administrative review process and the grounds supporting the decision regarding authorisation.

Disclosure process will be gradual

The release of all documents related to the regulated betting market is proceeding gradually. Further batches of documents and information regarding the authorisation processes will be made available following adjustments to comply with the General Personal Data Protection Law.

The priority is to release documents that provide insight into how each authorisation was granted. The SPA will not compromise personal data, confidential information, or data subject to legal access restrictions.

iGaming Business noted that the documents contain the names of company partners and executives, with their Individual Taxpayer Registry numbers redacted. Submitted certificates were also redacted, as were Federal Police reports concerning alleged criminal activities linked to the companies.
