Mauritius is retiring an entire gambling licence category, widening another and extending state fiscal surveillance onto the casino floor.

Under the 2026/27 budget, hotel casino licensing will be repealed altogether. Meanwhile the digital games regime that was introduced in 2025 will be opened to limited payout machine operators and every casino and Gaming House server will be required to connect to the Mauritius Revenue Authority’s Central Electronic Monitoring System (CEMS).

This marks one of the biggest structural changes to the island’s gambling framework since the Gambling Regulatory Authority Act was consolidated in 2007.

Reforms follow previous efforts to strengthen Mauritius gambling regulator

Moving the Finance Bill three weeks later, the prime minister told the chamber that all betting terminals will have to be registered with the Director General of the Mauritius Revenue Authority and must be connected with the Central Electronic Monitoring System. The 2026/27 measures extend that requirement to casinos and Gaming Houses. 

The reforms follow previous government efforts to strengthen confidence in the Gambling Regulatory Authority.

Moving the last major gambling reform in the Assembly on 4 July 2025, Prime Minister and Finance Minister Navinchandra Ramgoolam told MPs the government had “undertaken to restore public confidence in the Gambling Regulatory Authority (GRA), particularly in regard to its oversight of the horse racing industry”, and would ensure “the GRA operates as a trustworthy regulator of the gaming and betting industry”. 

The full parliamentary debate on the 2026/27 gambling reforms will begin once the Finance Bill is introduced in the National Assembly. Cabinet confirmed on 3 July 2026 that an economic committee, chaired by the prime minister, would finalise the legislation, with its first meeting taking place on 8 July. 

Hotel casino licence retired 

Ramgoolam presented the budget on 19 June, without mentioning gambling in his budget speech. The substance sits in Section 44 of the budget annex, which contains more than two dozen amendments to the Gambling Regulatory Authority Act. 

The annex directs that the definitions of “hotel casino”, “hotel casino games”, “hotel casino gaming machine” and “hotel casino operator” be deleted “as these will no longer be authorised activities”, with the provisions governing their licensing and operation repealed. 

The dedicated hotel casino regime in the current Act – which allowed a hotel to operate a casino under a bespoke licence – will also disappear. Hotel-based casino operations will in future require an ordinary casino licence where permitted under the revised framework. 

Digital games regime extended 

Mauritius already licenses digital gaming. Both casino operators and gaming house operators have been eligible to hold digital gaming licences under amendments made to the Gambling Regulatory Authority Act in 2025. 

The 2026/27 Budget Annex expands that regime rather than recreating it. Limited payout machine operators are being added as a third eligible category, while a statutory definition of “digital games” will be inserted into the Act for the first time.

Also, every platform will have to be certified by an accredited independent gaming laboratory before it can go live. 

CEMS extends onto the casino floor 

The most significant operational change is the extension of the Central Electronic Monitoring System, operated by the Mauritius Revenue Authority. The annex requires the servers and terminals of betting operators to be connected to the GRA’s server and, separately, requires the servers of casino and Gaming House licensees to connect directly to the MRA’s CEMS. 

Alongside the CEMS extension, the annex creates a Responsible Gambling and Communications Division and a Finance and Procurement Division within the GRA.

Bookmakers will be permitted up to five betting terminals within approved premises, up from three, with one reserved exclusively for payouts. Horse race betting tax will also be calculated on stakes net of winnings paid out rather than on gross stakes. 

The measures build on the Anti-Money Laundering, Combatting the Financing of Terrorism and Countering Proliferation Financing (Miscellaneous Provisions) Bill passed by the Assembly in April 2026.

Moving that bill on 31 March, Financial Services Minister Jyoti Jeetun told the chamber that “the Gambling Regulatory Authority Act, the Income Tax Act and the Mauritius Revenue Authority Act are being amended to require beneficial ownership details at licence applicant stage for gambling operators, introduce cash transaction limits and enhance fiscal investigation powers with carefully circumscribed search and seizure provisions and appropriate safeguards”. 

Once the Finance Bill and the Economic and Financial Measures (Miscellaneous Provisions) Bill 2026 complete the legislative process, Mauritius will have significantly expanded both fiscal oversight and regulatory supervision of its gambling sector through licensing reform, enhanced tax monitoring and strengthened compliance requirements. 

In January, local news reports claimed the horse racing sector in Mauritius was being poorly regulated by the newly created Horse Racing Integrity Division. But the regulator disputed the anonymous claim.

改革延续此前加强毛里求斯博彩监管机构的努力

这些改革延续了政府此前为增强博彩监管局公信力所做的努力。

2025年7月4日,总理兼财政部长纳文钱德拉·拉姆古兰在议会推动上一轮重大博彩改革时告诉议员,政府已“承诺恢复公众对博彩监管局(GRA)的信心,尤其是在其对赛马行业的监管方面”,并将确保“GRA作为博彩和投注行业值得信赖的监管机构运作”。

关于2026/27年度博彩改革的完整议会辩论将在财政法案提交国民议会后开始。内阁于2026年7月3日确认,由总理主持的经济委员会将最终确定该立法,其首次会议将于7月8日举行。

酒店赌场许可证被取消 

拉姆古兰于6月19日提交预算,但在预算演讲中未提及博彩。实质内容载于预算附件第44条,其中包含对《博彩监管局法》的二十多项修订。

附件指示删除“酒店赌场”、“酒店赌场游戏”、“酒店赌场博彩机”和“酒店赌场运营商”的定义,“因为这些将不再是获准活动”,同时废除规范其许可和运营的条款。

现行法律中专门的酒店赌场制度——允许酒店以定制许可证经营赌场——也将消失。未来酒店赌场运营将需要在修订框架允许的情况下申请普通赌场许可证。

数字游戏制度扩大 

毛里求斯已经对数字游戏进行许可管理。根据2025年对《博彩监管局法》的修订,赌场运营商和博彩场所运营商均有资格持有数字游戏许可证。

2026/27年度预算附件扩大了该制度而非重新创设。有限赔付机运营商被增列为第三类合格类别,同时“数字游戏”的法定定义将首次被纳入该法。

此外,每个平台在上线前都必须获得经认可的独立博彩实验室的认证。

CEMS延伸至赌场运营层面 

最重要的运营变革是中央电子监控系统的扩展,该系统由毛里求斯税务局运营。附件要求投注运营商的服务器和终端连接至GRA的服务器,并另行要求赌场和博彩场所持牌人的服务器直接连接至毛里求斯税务局的CEMS。

除CEMS扩展外,附件还在GRA内部设立了负责任博彩与传播司以及财务与采购司。

博彩公司将获准在经批准的场所内设置最多五个投注终端,从此前的三个增加,其中一个专用于赔付。赛马投注税也将按扣除已支付奖金后的净投注额计算,而非按总投注额计算。

这些措施建立在议会于2026年4月通过的《反洗钱、打击资助恐怖主义及遏制扩散融资(杂项条款)法案》基础之上。

3月31日推动该法案时,金融服务部长乔蒂·吉顿向议会表示,“《博彩监管局法》、《所得税法》和《毛里求斯税务局法》正在修订,以要求博彩运营商在许可证申请阶段提供受益所有权详情,引入现金交易限额,并通过精心界定的搜查和扣押条款及适当保障措施增强财政调查权力”。

一旦财政法案和《2026年经济与金融措施(杂项条款)法案》完成立法程序,毛里求斯将通过许可证改革、加强税务监控和强化合规要求,大幅扩展对其博彩行业的财政监督和监管。

今年1月,当地新闻报道称毛里求斯的赛马行业受到新成立的赛马诚信部门的监管不力。但监管机构对这一匿名指控提出异议。
